Highway Safety Services, LLC (HSS) was established in 2005 and is a leading company for consulting services in highway traffic safety, traffic safety education, and driver’s license test administration.
HSS staff consists of full and part-time consultants, including traffic safety and traffic safety education experts, capable of meeting a variety of needs within the highway and traffic safety and traffic safety education arena.
Our Mission: To provide consultation in the development and planning of programs to ensure that agencies, companies, and jurisdictions implement effective highway safety countermeasures in support of national highway safety initiatives to reduce and eliminate crashes, injuries, and fatalities.



Motor-vehicle crashes constitute a significant global public health burden. The World Health Organization (WHO) identifies road traffic injuries as a “silent pandemic,” responsible for approximately 1.19 million deaths annually and more than 3,200 deaths each day worldwide[1]. These injuries represent the leading cause of death for children and young adults ages 5–29, underscoring the disproportionate impact on younger populations.
Within the United States, motor‑vehicle crashes similarly remain a major public health concern. In 2023, more than 44,000 fatalities were recorded, equivalent to over 120 deaths per day, with an estimated $457 billion in associated economic costs[2]. Despite the magnitude of this burden, motor‑vehicle–related injuries and deaths are widely recognized as preventable through evidence‑based interventions and systemic safety improvements. Adolescents and young drivers represent a particularly vulnerable subgroup. Motor‑vehicle crashes continue to be a leading cause of death for U.S. teens, with approximately 2,100 fatalities and 180,000 injuries among individuals ages 15–20 in
2023[3]. Teen drivers ages 16–19 exhibit the highest crash risk of any age group, with a fatal crash rate nearly three times higher than that of drivers aged 20 and older when measured per mile driven[4].
Collectively, these data highlight the persistent and preventable nature of traffic injuries at the global, national, and local levels, reinforcing the need for coordinated public-health strategies and policy interventions.
